Beyond simply increasing trade links, the deals aim to improve regulatory compatibility and provide a rules-based framework for ironing out differences in investment and business climates. The two most significant mega-regional trade agreements currently under discussion are the Trans-Pacific Partnership TPP and the Transatlantic Trade and Investment Partnership TTIP. Both would affect at least a quarter of world trade in goods and services TPP: Originally a four-way free trade agreement between Brunei, Chile, New Zealand and Singapore, the TPP now encompasses eight additional countries: the US, Australia, Canada, Japan, Malaysia, Mexico, Peru and Vietnam.

Even though the jury is out on when and whether the mega-regionals currently under negotiation will conclude successfully, absent a reinvigorated agenda at the WTO, mega-regionals and other forms of plurilaterals may be the inevitable direction taken by like-minded countries in a globalized world.

Using a dynamic Global Trade Analysis Project model, we find there are significant health consequences of trade commitments undertaken by developing countries with potential detrimental health effect on populations such that first, higher production of sugar alters consumption trends. The best-known examples of mega-regional Agreements are the TPP, the Transatlantic Trade and Investment Partnership TTIP between the USA and the European Union EU , both promoted by the USA, and the Regional Comprehensive Economic Partnership RCEP between Australia, China, India, Japan, Korea, New Zealand and ten countries of the Association of Southeast Asian Nations ASEAN.

This paper identifies how trade commitments, based on the intrinsic characteristics of the provisions or chapters in TPP and TTIP, could interact with and impact on public health in developing countries. A second related policy area examined is the impact of mega-regional commitments, which include Agreement on Trade-Related Aspects of Intellectual Property Rights TRIPS -like and TRIPS-plus commitments, on IP protection rules and even modification of such rules by partner countries, thus impacting the access of people in developing countries to life-saving drugs and medicines.

The health implications stem from the fact that while reductions in barriers to trade increase consumer food choices and improve supply for net-food-importing countries, trade liberalization can lead to disproportionate increase in imports and domestic production of processed foods, skewing the food supply towards an oversupply of highly processed foods that are calorie-rich and nutrient-poor Clark et al. Similar is the case with higher tobacco consumption that has proven adverse health effects increasing the risk and incidence of oral and lung cancer.

While several studies model the economic effects of trade liberalization, there is limited analysis that examines the health effects of zero tariffs and stronger IP rules from a public health perspective. This also addresses a related question whether commitments under mega-regional Agreements that address trade issues and twenty-first-century challenges can be heralded as a truly next-generation regional Agreement.

The analysis focuses primarily on developing countries.

Regional trade agreements RTAs are defined as reciprocal trade agreements between two or more partners [1] The agreements are a result of regionalism where areas of operation may range from geographic, social, organizational, economic and even political sense. Africa, which is mostly made of developing countries, has a total of 38 engagements.

Thus, small economies have undertaken RTAs practice to improve their economic state, just like major economies. The European Union started as a peacekeeping mission after World War II with only 6 countries [3]. Thereafter, other nations joined and the union now has 28 members. Member states are under a commitment that outlaws discrimination and encourages respect of rights.
